Billye Frances Rowe peacefully passed away on Tuesday July 31, 2018 at 1:35 a.m. in St. George, Utah. She was born on August 19, 1927. Billye was married on May 10, 1945 to Earl Leroy Rowe and they were sealed in the Mormon Logan Temple on August 11,1950 for time and eternity. They were married for 29 years.
Billye Rowe was born to humble beginnings. She often recounted the hardships of her family during the Great Depression and dust bowl as her family traveled from place to place to find work. These experiences played a huge role in the shaping of her character.
Billye thirsted for knowledge and the opportunity to serve, especially in the Church of Jesus Christ of Latter-day Saints. Over a period of thirty years she, taught and served in auxiliary organization presidencies in the Church of Jesus Christ of Latter-day Saints in Texas, Oklahoma and Washington D.C. Billye's church service included being the wife of an LDS church Bishop, Relief Society President in the Washington, D.C. area, Ward and Stake Young Women's president in Oklahoma City. In the Salt Lake City area, she worked for Victor Brown in the LDS church office building, and later for Utah Power and Light.
Billye was active in politics, serving on the Salt Lake County Republican County Central Committee for two years, as Voting District Vice-Chairman and Voting District Chairman, and a delegate to both the Republican County and Republican State Conventions. Her continued journey to learn and serve led her to a love of public speaking. She was an active member of the PAL Toastmaster Club in the Salt Lake City area, winning numerous speaking contests including Best Speaker of the Year for 2 consecutive years. Billye had the privilege of being Ms Senior Utah in 1992. Among her most important and notable accomplishments was her role of a mother. By teaching and example, she raised five children who were influenced by Billye's love of God, love of education, hard work and service. Billye shaped their lives for eternity.
She is survived by her children, Deborah Edmonds of Vacaville, CA, Kathleen Gammell of St. George, Utah, Leah O'Keefe of St. George, Utah, Ellen Sigety of Highland Village, Texas and Earl Leroy Rowe II of Draper, Utah, 20 grandchildren, 40 great grandchildren and 2 great great grandchildren. She is preceded in death by two of her grandchildren.
Billye's family wishes to express thanks and gratitude to the enhanced care staff at The Retreat at Sunbrook in St. George, Utah for their friendship and care of Billye and her family during the last 2 1/2 years.
Services will be held on Saturday, August 4, 2018 at 2:00 p.m. at the Spilsbury Mortuary, 110 S. Bluff St., St. George, UT with a viewing from 12:30-1:30 p.m. prior to services. Interment will take place at the Tonaquint Cemetery, St. George, Utah.
